There shall be a document where all laws of the Empire will be codified. The Emperor will have sole authority to edit and add laws to this code. Citizens may petition the Emperor to add laws to this code. Any law in the Bovic Code may be scrutinized by the Court of the Holy Frenzy as per the Divine Charter.
