Section 3 of the Divine Charter shall be amended to allow for the ability for the Court of the Holy Frenzy to exercise legislative powers.
3. The Court of the Holy Frenzy will be composed of all citizens of the Bovic Empire. A High Holy Bovicar will be elected from its membership to preside. Criminal, civil, and constitutional cases will be decided by the Frenzy. Judicial decisions of the Frenzy will be considered superior to imperial and church laws. Contests of the throne will be settled by decision of the Court of the Holy Frenzy. The Holy Frenzy may enact laws for the welfare of the people and the church.
