A Bill to Establish Rules of Operation for the Royal Frenzy of the Sovereign Natopian Empire
1. Any Member of the Royal Frenzy (MoRF) may propose a Bill onto the floor of the Royal Frenzy at any time. That Bill will enter into Debate instantaneously.
2. Any Member of the Royal Frenzy may comment on the Bill while it is in Debate. A Member of the Royal Frenzy may, with support from a second MoRF, motion to begin the Vote.
3. After Debate, the Bill enters the Vote. Legal votes are AYE or NAY only. A Bill will come into Law if it recieves more AYEs than NAYs during the Vote. The Vote will end after five days or until all Members have cast votes or until no further votes can affect the outcome
4. Any Member of the Royal Frenzy may motion to Amend a Bill while in Debate. The amendment will be rendered with the support of a second Member of the Royal Frenzy. If there is any dissent among the Members of the Royal Frenzy, a Motion for an Amending Vote may be made which must have the support of a second Member of the Royal Frenzy. Amending Votes will be rendered in the same manner as regular Votes, ending after five days.
5. A Member of the Royal Frenzy may amend any Bill he or she has proposed to the floor that is in Debate. An original proposer (the sponsor) may accept amendment proposals from other Members of the Royal Frenzy and update the Bill accordingly without motions or votes. Once a Vote begins, Amending or Regular in nature, the sponsor may not exercise the powers in this clause.
6. When a Bill becomes a law, it will be added to the Imperial Code. Section number will be based on the order laws are passed, but the text of the Bill may specify the section number to fill sections that have been repealed.
7. Further bills should maintain the format outlined by this Bill.
8. The Emperor will appoint a citizen to the position of Chancellor, who will preside over the Royal Frenzy to ensure adherence to operational procedure and guide debate. The Chancellor may or may not be a Member of the Royal Frenzy, but should they make the declaration of membership, they will be entitled to full voting and debating rights. Regardless of their membership in the Frenzy, the Chancellor will cast tie-breaking votes.
9. The Royal Frenzy will be in normal session from the third day of the month until the last day of the month, according to the Natopian Calender. The first two days of the month will be used to allow Citizens to declare themselves as Members of the Royal Frenzy, as per the Constitution.
10. Only declarations from Members during the first two days of the Natopian month will be automatically recognized. After that, declarations will need to be accepted by the Chancellor. The Chancellor may choose to ignore a late declaration so that the citizen may wait for the next session. The membership of the Royal Frenzy, however, can override the Chancellor by voting to accept a declaration.
