personally i think we should appoint a judge as needed on a case by case basis rather than having it as a full time position

this is a good idea but if we do that we wont have an independent judiciary that is responsible for keeping the emperor in check... one of the core tenants of lindstromism. an absent judge is just as bad as no judiciary... someone has to have the authority to say "no" to the emperor.
