A Bill for an Act to prohibit the use of cluster munitions by Natopian forces.
1. This act prohibits the use, unless expressly authorised by the emperor for use in a particular campaign, of cluster munitions in Natopia by the government and private citizens.
2. This act extends to any acts or omissions committed outside of Natopia by a Natopian.
3. This act does not apply to:
(a) The clearing of cluster munitions
(b) The decommissioning of munitions
(c) Educational purposes
(d) The Order of the Armored Goats.
(e) The South Mehlville Paramilitaries.
