Active population is really, really hard to quantify. There are certainly plenty of nations out there with only only 3 or 4 people active (or less). Not many have more active citizens than that (and those that do are ones like Toketi, Shireroth, Babkha, Alexandria, Stomark etc ... the really big ones).
