Divine Charter of Natopia
I, the prophet of the Butter Cow and emperor of Natopia, hereby establish this charter to regulate the government of Natopia and provide for the welfare of the people and to ensure glory and reverence to the Butter Cow.
1. The name of the government of Natopia shall be the Bovic Empire of Natopia and the official religion shall be Dozan Bovinism, which will provide all guidance on state matters.
2. The head of state, church and government shall be the Bovic Emperor of Natopia, styled as His Sovereign and Reverent Majesty. The throne shall be hereditary by familial lines, passing to next of kin of either gender. Non-blood relations may inherit the throne by way of adoption. The Emperor may decree laws for the benefit of all citizens and to protect the church.
3. The Court of the Holy Frenzy will be composed of all citizens of the Bovic Empire. A High Holy Bovicar will be elected from its membership to preside. Criminal, civil, and constitutional cases will be decided by the Frenzy. Decisions of the Frenzy will be considered superior to imperial and church laws. Contests of the throne will be settled by decision of the Court of the Holy Frenzy.
4. No act of the government may abolish or abridge the right to speech, expression, marriage, or assembly. Nor will the government deny citizenship for any reason excluding citizenship or proven allegiance to a current enemy of Natopia.
5. This Charter will come into force upon imperial declaration. It will become supreme law of church and state when approved by the Court of the Holy Frenzy.
