1. Any citizen may propose a Bill onto the floor of the Holy Frenzy at any time. That Bill will enter into Debate instantaneously.
2. Any citizen may comment on the Bill while it is in Debate. A citizen may, with support from a second citizen, motion to begin the Vote.
3. After Debate, the Bill enters the Vote. Legal votes are AYE or NAY only. A Bill will come into Law if it recieves more AYEs than NAYs during the Vote. The Vote will end after three days or until all citizens have cast votes or until no further votes can affect the outcome
4. Any citizen may motion to Amend a Bill while in Debate. The amendment will be rendered with the support of a second citizen. If there is any dissent among the citizens, a Motion for an Amending Vote may be made which must have the support of a second citizen. Amending Votes will be rendered in the same manner as regular Votes, ending after 24 hours.
5. A citizen may amend any Bill he or she has proposed to the floor that is in Debate. An original proposer (the sponsor) may accept amendment proposals from other citizens and update the Bill accordingly without motions or votes. Once a Vote begins, Amending or Regular in nature, the sponsor may not exercise the powers in this clause.
6. When a Bill becomes a law, it will be forwarded to the Emperor who may then add it to the Bovic Code. The Emperor is not required to add Frenzy laws to the Bovic Code. Only laws in the Bovic Code can be enforced in the Empire.
7. The High Holy Bovicar, as established in the Divine Charter, is the presiding officer of the Holy Frenzy and may remove a citizen's right to debate in the Court for up to 7 days for conduct unbecoming in the Court. No citizen's right to vote may be removed by the Bovicar.
