[Emperor Konrad]

By Order of the Bovic Emperor of Natopia:

A Supreme Council shall be formed from the Natopian population to advise the Emperor, receive delegated powers and administer departments.

The Council shall be chaired by the Emperor.

This council shall consist of no more than 7 members and shall be housed in the building known as "The Frenzy".

Members of the Supreme Council shall be appointed by the Emperor.

The first task of the Sureme Councilors will be to draft a new constitution for Natopia.

Right now, the Emperor rules absolute. Is the Supreme Council a merely temporary "constitutional convention" type institution? Is the Council limited in how it can frame the new government? Can it abolish the monarchy and establish a communist nation, for example? Or should the new government remain mainly a Emperor/Council system?

Details are still to be worked out, however it is more of a "Privy Council" type system. As a body it does not have the power to abolish the monarchy.
