For his actions in destroying our friend and ally, the Elwynnese Realm and damaging the road to international peace between Elwynn and Shireroth, as well as general dislike by the people of Natopia, Ardashir Khan is hereby declared a Public Enemy of the Dominion. All nations who harbor this individual, by any of his pseudonyms, shall be viewed with suspicion by the Dominion. He shall be barred from entering all territories of the Dominion except to answer for his crimes and to be extradited to the Elwynnese Realm for trial.

Past destruction of nations have been reported by third parties as well, establishing a precedent in annihilating countries.
