1. Any person may propose a Bill onto the floor of the Frenzy at any time. That Bill will enter into Debate instantaneously.
2. Any person may comment on the Bill while it is in Debate. A person may, with support from a second, motion to begin the Vote.
3. After Debate, the Bill enters the Vote. Legal votes are AYE or NAY only. A Bill will come into Law if it receives more AYEs than NAYs during the Vote. The Vote will end after three days.
4. Any person may motion to Amend a Bill while in Debate. The amendment will be rendered with the support of a second. If there is any dissent among the people in the Frenzy, a Motion for an Amending Vote may be made which must have the support of a second. Amending Votes will be rendered in the same manner as regular Votes, ending after 24 hours.
5. A person may amend any Bill he or she has proposed to the floor that is in Debate. The sponsor of a Bill may accept amendment proposals from other people and update the Bill accordingly without motions or votes. Once a Vote begins, Amending or Regular in nature, the sponsor may not exercise the powers in this clause.
6. When a Bill becomes a Law it will be added to the Civil Code of the Dominion, which will contain all Laws that affect the people of Natopia. Only Laws passed by the Frenzy will be included in the Civil Code and will apply to all people in the lands of Natopia.
7. A person may be elected by the people of the Frenzy to serve as a chancellor to maintain order within the Frenzy and be responsible for keeping the Civil Code updated. All people who serve in the Frenzy are encouraged to maintain the Civil Code in the absence of an elected chancellor.
