A Bill to Restore Sections of the former Bovic Code to force in the Civil Code of the Dominion:
===Section One - Orders of Knighthood in the Dominion===
====A. The Ancient and Secret Order of the Black Hole====
1. The Ancient and Secret Order of the Black Hole is a secular and chivalric order of knighthood pledged with defending the nation and integrity of Natopia.<br>
2. Only current citizens of Natopia will be permitted membership within this Order. Upon resignation or termination of Natopian citizenship, membership in the Order is terminated as well.<br>
3. The Sovereign of the Order, who will always be the Founder of Natopia, will admit new citizens into the Order.<br>
4. All members will have the rank of Knight or Dame.<br>
5. The formal medal of the Order will be a silver square with an emerald in the center supported by 4 silver arms. The Sovereign will have 4 red diamonds on the ribbon and Knights will have 2 diamonds.<br>
6. The informal pin of the Order will be a red diamond centered on white with three red vertical bars on either side. The pin of the Sovereign will have additional symbols surrounding the center diamond.<br>
====B. The Most Noble Order of the Yoshi====
1. The Most Noble Order of the Yoshi is a secular chivalric Order for the Emperor to honor and thank non-Natopians for services that the Emperor deems beneficial to the nation.<br>
2. Only non-Natopians may receive this award which is personally granted by the Lord of Natopia. Should a member of the Order attain Natopian citizenship, he forfeits membership in the Order but will be granted membership in the Ancient and Secret Order of the Black Hole.<br>
3. The Lord of Natopia is the master of the Order but will not have a title in the Order. All members will have the rank of Knight or Dame.<br>
4. The formal medal of the Order will be a gold medallion with an imprint of Yoshi, surrounded by four gold and emerald Yoshi eggs alternating with four emerald-tipped points, all on a background of silver, hanging from a ribbon of green, white and red.<br>
5. The informal pin of the Order will be green with a thin red band centered between two groupings of 3 white bands.

1. The Natopian Calender shall have 12 months, corresponding to the Gregorian Calender.<br>
2. The months will be renamed, in order: Novaber, Liebluary, Grunil, Regnuary, Blumuar, Sonnuber, Friedeber, Natopuary, Konil, Tasneber, Dankember, Geburtsber.

1. No person shall terminate a relationship during an officially declared snow emergency, especially if the terminee has to drive home on rural roads.

====A. Marriage Procedure====
1. The institution of marriage shall be entirely secular in the eyes of the government.<br>
2. Two people, of any gender, will present themselves in the Ministry of Domestic Affairs and formally request to be recognized as married within the Empire.<br>
3.The Minister of Domestic Affairs will grant all marriage requests unless one of the persons requesting marriage is currently in a marriage recognized by the government.<br>
====B. Rights of Marriage====
1. The right of marriage in Natopia confers the right to sharing of noble titles, but does not extend to the sharing of duties and powers of the title.
===Section Five - Icons of the State and Nation===

1. The Imperial Flag of Natopia will represent both the entire state and nation. It shall be an appropriate symbol for the government or people at any circumstance. It will have a length to width ratio of 2:1. The design of the flag will include a green chevron on a field of black. A narrow purple triangle will be imposed on the chevron with two blue triangles on the open sides as well. A pale on the fly will be predominantly blue with a thin narrow green stripe towards the hoist.<br>
2. The Imperial Coat of Arms of Natopia will represent the state and government. The shield will be the Imperial Flag displayed vertically with light gray instead of black. The Imperial Crown will be displayed above the shield, which is supported by two goats. The motto is displayed on a scroll below.<br>
3. The Imperial Jewels will represent the Lord of Natopia personally. Aside from the Crown, the Sword of Sovereignty and the Scepter of the Fleur-de-Natopi will be symbols of the Emperor's royal authority.
====B. National Icons====
1. The Cross of Sovereignty, or Imperial Seal, will represent the sovereign authority of the nation. It shall be a stylized green Greek cross with a circular center with another smaller purple circle and in that a stylized "N" is to be cut out. The arms of the cross shall be adorned in blue endings.<br>
2. The National Animal is the goat. It will represent the steadfastness, resourcefulness, and stubbornness of the people.<br>
3. The National Motto is "Peace Through Silent Oppression."
4. The National Anthem is "O Great Nation" by Nathan Shepard.<br><br>

1. All defensive and offensive operations of the Dominion will be carried out by the Natopian Defense Force.

1. The administration, command, and structure of the Defense Force will be controlled by the Marshal-Paladin, to be appointed by the Lord of Natopia. Administration will be directly under the Home of the Apostles.<br>
2. The Lord of Natopia retains the right to command the Defense Force personally and make administrative decisions or overturn decisions of the Marshal-Paladin.

1. A declaration of war will only be valid if it is approved by the Lord of Natopia.

1. Special days of the year shall be set aside to honor specific people, things or events in Natopian history.

1. February 12 - Day of Returns; a day to celebrate all those citizens that have returned after a hiatus or re-applied for citizenship.<br>
2. May 24 - Bagel and Juice Day; to celebrate the founding of the original Free Juice and Bagels Party in Natopia<br>
3. July 29 - The Emperor's Jubilee; the anniversary of Emperor Nathan's first coronation and a celebration of the official switch from republic to monarchy.<br>
4. August 23 - Natopia Day; to commemorate the founding of the original City of Natopia by Joel Castleberry, Aaron Pavletich, and Nathan Shepard.<br>
5. October 7 - NDF Day; to commemorate and thank all members of the Natopian Defense Forces past and present for their service.

1. The Lord of Natopia may declare any foreign entity to be a Secret or Public Enemy of the Dominion<br>
2. The Head Missionary shall be responsible for administrating the Secret Enemy program and shall communicate the details of the Secret Enemy to all citizens.
3. Public enemies will be either banned or otherwise punished according to the discretion of the Lord of Natopia.
====B. Responsibility of Citizens====
1. The citizens of the Dominion must spend 10 seconds or more a day intently focusing on the name and/or picture of the Secret Enemy and shouting obscenities or any other disgraceful and immature acts towards the Secret Enemy.<br>
2. The Secret Enemy has always been the enemy of the Natopian people and our culture and way of life.<br>
3. All records of past friendships with the Secret Enemy will not exist.
===Section Nine - Anti-Discrimination===
====A. Unlawful Discrimination====
1. Discrimination on the following grounds is prohibited throughout the Dominion:
(a) gender;<br>
(b) relationship status;<br>
(c) sexuality;<br>
(d) pregnancy;<br>
(d) parental status;<br>
(f) age;<br>

(h) impairment;<br>
(i) religious activity;<br>
(j) political activity;<br>

3. The census will collect the following information: name, age, marital status, number of dependents, residency (city and demesne) and any other questions the Head Apostle deems necessary.<br>
4. A citizen who does not respond to a census will be considered a passive citizen, and thus not counted when activity needs to be calculated.

1. The Frenzy, by normal majority, may grant any person the Cross of Sovereignty for serving the Dominion.
====B. Tiers of the Award====
1. There will be three levels of the award for differing levels of service.<br>
2. The Bronze Cross of Sovereignty may be awarded to persons who have provided an outstanding service to the Empire.<br>
3. The Silver Cross of Sovereignty may be awarded to persons who have continually served the Empire in an excellent and upstanding manner which has resulted in significant cultural or political progress.<br>
4. The Gold Cross of Sovereignty shall be reserved for those persons who have made a personal sacrifice for the betterment of the Dominion.
