as per the recently established rules, the emperor will appoint the chancellor... this is only to make the frenzy more efficient, as its membership can change every month with each new session, it would have to spend a few days electing a chancellor... every month. tedious.
that said, i just had a thought that perhaps the frenzy should be allowed to call for a vote of no confidence in the chancellor and then the emperor will be forced to appoint someone else. but we can add that latter.
