Constitution of the Sovereign Natopian Empire
The government outlined by this document is established in order to form a more perfect society of national utopian qualities. To provide for the defense and protection of all citizens' rights. To create a society where the government does not burden the individual but the individual burdens the government. To create a community where all can belong.
Article One
1. The Sovereign Natopian Emperor will be the head of state and government of the Empire.
2. The Emperor may appoint various ministers to aid his executive duties.
3. The position of Prime Minister will serve as chief adviser to the Emperor, who will appoint and dismiss the Prime Minister at their pleasure.
4. The Emperor may issue decrees, which have the full force of law.
5. A Line of Succession will be established according to the Emperor. 6. When the Emperor is unable to attend to his duties, he will announce an official Leave of Absence and may specify who will serve as Regent. If no official leave is announced, after 3 days of no contact, the first person listed on the Line of Succession will become the Regent.
7. In the event of the death or abdication of the Emperor, the first person in the Line of Succession will become the next Emperor or Empress. Abdication will be either formal written declaration by the Emperor or no contact with the Emperor in 60 days.
Article Two
1. The Royal Frenzy will be the legislative body of the Empire.
2. The proceedings of the Royal Frenzy will be open to the public and all citizens of Natopia have the right to voice opinion during debate of a law.
3. Only those citizens who have declared themselves Members of the Royal Frenzy will be able to vote on laws. Members must make declarations of membership on the first day of every month of the Natopian Calender.
4. Any law passed by the Frenzy with a simple majority will enter into force immediatly.
5. The Royal Frenzy will establish its own procedures and elect its own officers.
Article Three
1. The High Royal Judge will be the head of the judiciary of the Empire.
2. The Judge will preside over the High Royal Court, where all civil and criminal cases will be heard. The decision of the Judge will be final and supersede all laws and decrees.
Article Four
1. The Royal Frenzy has the sole authority to petition and provide evidence to the High Royal Judge for an Imperial Review.
2. The High Royal Judge, upon being petitioned by the Royal Frenzy, will oversee Imperial Reviews.
3. The Judge will determine if there is sufficient evidence of tyranny, disregard of this constitution or universal human rights, and unjustified abandonment of national customs or integrity.
4. If such evidence is found for any one of the aforementioned charges, the High Royal Judge may remove the Sovereign Natopian Emperor from office, temporarily or permanently. The Judge may further decide that the former emperor may not serve in the Imperial Government during his exile from the throne.
5. Whoever is next in the line of succession will assume the throne. If the exile is permanent the successor will have the title of emperor. If the exile is temporary, the successor will have the title of Regent and will relinquish the throne upon the return of the Emperor. The Regent may not make any laws that would prevent the Emperor from assuming the throne again.

1. This document may only be amended by a majority of the Royal Frenzy and consent of the Emperor.
2. No Natopian law may oppress or deny anyone within Natopia the rights of freedom of religion, life, property, marriage, and residence.
3. No Natopian law may oppress or deny citizens the rights of free speech, press, expression, or peaceful assembly.
4. Religious organizations may have full access to public institutions; they may not interfere with the normal operation of that institution or impose their religion on any person in the area.
5. No Citizen shall be withheld any rights, freedoms, or liberties on account of race, creed, gender or sexual orientation. No government action may create unnecessary obstacles to discourage a Citizen from voting.
6. Citizenship will not be denied on account of race, gender, color, sex, language, religion, sexual orientation, political or other opinion, national or social origin, property, birth or other status.
7. The biological or adoptive child of a Natopian citizen shall be a citizen of Natopia as well.
8. Citizens must be given a trial that is to be completed as quickly as possible. Trials must be open to the general public for viewing. Citizens must not be asked to pay bail that is considered excessive in regard to their income.
