Bill to Establish the Administration of the Natopian Defense Force
1. All defensive and offensive operations of the Empire will be carried out by the Natopian Defense Force.
2. The administration and structure of the Defense Force will be controlled by the Minister of Defense, to be appointed by the Emperor.
3. The Minister of Defense will also serve as the Grand Commander of the Defense Force and will be in total command of the military structure.
4. The Emperor retains the right to command the Defense Force personally and make administrative decisions or overturn decisions of the Minister of Defense.
5. A declaration of war will only be valid if it is presented to the Royal Frenzy by the Emperor and the Frenzy votes two-thirds in favor.
