A Bill for an Act to establish the Secret Enemies of Natopia.
1. The Emperor may declare any foreign entity to be a Secret Enemy.
2. The Ministry of Foreign Affairs shall be responsible for administrating the Secret Enemy program and shall communicate the details of the Secret Enemy to all citizens.
3. The citizens of the Empire must spend 10 seconds or more a day intently focusing on the name and/or picture of the Secret Enemy and shouting obscenities or any other disgraceful and immature acts towards the Secret Enemy.
4. The Secret Enemy has always been the enemy of the Natopian people and our culture and way of life.
5. All records of past friendships with the Secret Enemy will not exist.
