In order to better administer the defenses of the Empire and integrate its operation with the executive branch of the government, Tom Mills is hereby given the rank of Grand Commander of the Natopian Defense Force and appointed to the office of Minister of Defense, responsible for the operation of the military, command of all units in warfare in the absence of, or by the command of, the Emperor.
